Overview

The Road Infrastructure Programme is designed and implemented in full compliance with national environmental regulations and the African Development Bank’s environmental and social safeguard policies. Environmental protection, social inclusion, community safety, and climate resilience are integrated into every stage of the programme, from planning and design to construction and operation.

The programme ensures that infrastructure development delivers long-term benefits while minimizing environmental risks, protecting vulnerable communities, and promoting sustainable development.

 

Environmental Assessment

In line with African Development Bank requirements, the programme has been classified as Category 1, reflecting the scale and geographic spread of the road works. A comprehensive Environmental and Social Impact Assessment (ESIA) and Environmental and Social Management Plan (ESMP) were prepared, reviewed, and publicly disclosed prior to implementation.

The assessments identified potential impacts related to:

  • Dust and noise during construction

  • Soil erosion and drainage disruption

  • Vegetation clearance

  • Water resource disturbance

  • Occupational health and safety risks

Environmental Management

The programme applies strong environmental controls, including dust and noise reduction, proper waste management, protection of water and grazing areas, land restoration, and reforestation. Site-specific Environmental and Social Management Plans guide all contractor activities, including planting 2,500 trees along road corridors.

Climate Change & Resilience

Climate-resilient designs address flooding, erosion, and extreme weather risks. Measures include improved drainage, raised road embankments in flood-prone areas, erosion control structures, and climate-responsive engineering standards to ensure long-term durability and sustainability.

Community Engagement & Participation

Inclusive stakeholder engagement is central to the programme. Continuous consultations with local communities, authorities, Project Affected Persons, women, youth, and vulnerable groups ensure transparency, responsiveness, and strong community ownership throughout implementation.

Resettlement & Compensation

A Resettlement Action Plan ensures fair and timely compensation for 102 Project Affected Persons. The programme supports livelihoods, develops gender-sensitive community infrastructure, and guarantees that no civil works begin before compensation requirements are fulfilled.

Gender, Health & Social Inclusion

The programme promotes inclusive development through job opportunities for women and youth, improved access to health, education, and markets, awareness campaigns on key social issues, and water infrastructure for water-scarce communities, supporting women and pastoralists.

Monitoring & Compliance

Environmental and social safeguards are enforced through regular supervision, contractor reporting, independent audits, and community feedback mechanisms, ensuring accountability, continuous improvement, and full compliance with programme commitments.
